Social media training team roles: seven unranked functions

Seven social media training team roles for platform expertise, content creation, community management, analytics, paid social and learner support.

Social media training team roles should combine clear ownership with specialist social-media expertise, not a prescribed headcount. One person may hold several jobs in a small organisation, but platform expertise, content creation, community management, analytics, paid social and specialist approvals must remain distinguishable.

The seven roles below are service owner; platform and content-training owner; community-management and learner-support owner; accessibility and equality owner; privacy and PECR owner; platform-policy, security and access owner; and paid-social, analytics and content-rights owner. These are not statutory job titles. Employment and learner support, accessibility, privacy and PECR, security, platform policies and content rights map to duties where they apply; service ownership and learning and assessment are recommended.

Method, date and scope: Socialskillslab.co.uk reviewed these sources on 6 September 2026: the Cabinet Office Sourcing Playbook, Skills England assessment requirements, HMRC minimum-wage manual, GOV.UK reasonable-adjustments guidance, ICO design and electronic-mail guidance, NCSC SaaS guidance, IPO copyright licensing, CAP misleading-advertising advice, ASA/CAP guidance on social-media advertising, and the platform policies for Meta, LinkedIn, TikTok and YouTube.

A role was included when it owns a distinct social-media training task, such as platform-specific content, community practice, measurement, paid campaigns, learner support or a regulatory, security or lifecycle decision. Sales, growth and general administration were excluded because they do not own a mandatory release decision here. The order is non-ranked, and no staffing ratio or performance claim is made.

What to take away

  • A social media training service needs seven distinct functions, but one person can hold several in a small organisation.
  • Platform-specific content, community practice, analytics and paid social belong alongside learner support and safe service delivery.
  • The roles are service owner; platform and content training; community management and learner support; accessibility and equality; privacy and PECR; platform policy, security and access; and paid social, analytics and content rights.
  • Sales, growth and general administration are excluded because they do not own a mandatory release decision.
  • A role title without current evidence and authority is an empty control.

1. Social media training service owner

This person fixes the learner population, purpose, risk tolerance and spending authority. They decide whether evidence permits admission, pause or closure. They also specify which social platforms and external learning or certification programmes the service covers, and whether it prepares learners for an external credential or awards none itself. The Cabinet Office Sourcing Playbook covers mobilisation, service management and exit in central-government procurement. Other England buyers can use that lifecycle discipline while following their own rules.

Required record: dated owner-signed service scope, decision log with options and rationale, and named stop authority.

2. Platform and content-training owner

The platform and content-training owner maps workplace tasks to platform-specific teaching and practice, including planning, creating, adapting and evaluating posts for Instagram, Facebook, LinkedIn, TikTok and YouTube. The learning owner maps those tasks to teaching and practice; the assessment owner controls the rubric, moderation, repeats and competence decision. These can be separate people or one person with explicit conflict control.

Examples of external learning or credential programmes to evaluate include Meta Blueprint, LinkedIn Marketing Labs, Hootsuite Academy and HubSpot Academy's Social Media Marketing Certification. Name the exact credential, if any, that a course prepares learners for; do not imply the service awards it unless it does.

Skills England's assessment requirements address validity, reliability and occupational competence for apprenticeships in England. A private course does not gain apprenticeship status through similar checks.

Required record: content map, assessment specification with criteria, and moderation record with moderator and date.

3. Community-management and learner-support owner

This role handles paid time, manager cover, attendance exceptions, withdrawal and support. HMRC's minimum-wage manual treats employer-approved training as working time for minimum-wage analysis. Employment and payroll specialists must apply the rule to the actual workers.

For social-media practice, this owner also coordinates exercises in responding to comments and messages, applying moderation decisions and escalating complaints.

Required record: participation terms, work-time decision with payroll code, and support route.

4. Accessibility and equality owner

This reviewer checks recruitment, adjustments, materials, activities, assessments and support across the whole learner journey. GOV.UK states that reasonable adjustments may apply to trainees and apprentices. The reviewer records the barrier, decision and test evidence.

For social-media materials, they check that learners can produce accessible posts, including captions for video and text alternatives for images. They also test the accessibility of the platforms and course materials used in exercises.

Required record: adjustments register with barrier and decision, accessibility findings, and unresolved barriers.

5. Privacy and PECR owner

They map enrolment, recordings, support notes, assessment, reporting and any later promotional message. The ICO's design guidance places privacy at the start of the process. Its electronic-mail guidance treats marketing messages as a distinct PECR question. For social-media training, the map should also cover account access, direct-message examples, audience data and any tracking or marketing use, with a purpose and retention decision for each.

Required record: record of processing activities, retention schedule with periods, and approved communications route.

6. Platform-policy, security and access owner

This person configures joining, role change, leaving, administrator access, monitoring, incident contact and recovery. The NCSC's SaaS guidance supports those operational questions. It does not certify a selected platform. For each platform taught, the owner tracks relevant account, automation, content and advertising policies and translates material changes into course updates.

Required record: access matrix with role permissions, synthetic test log with date and result, and recovery test evidence.

7. Paid-social, analytics and content-rights owner

This reviewer also owns paid-social practice and reporting. They teach learners to plan paid campaigns using Meta Ads Manager and LinkedIn Campaign Manager, interpret reach, clicks and conversions, and report what the data can and cannot show.

This reviewer traces copyrighted examples and tests objective marketing claims taught in exercises. The IPO explains copyright licensing, while CAP's misleading-advertising advice addresses substantiation for non-broadcast ads. Qualified IP, advertising and consumer reviewers decide the actual material. The CAP Code applies to marketing communications on social media; ASA/CAP guidance on recognising ads helps learners cover ad identification as well as claim substantiation.

Required record: asset register with source and licence, claim-evidence schedule with source and date, correction route, and paid-social campaign objectives and measurement records.

The contract owner may sit with the service owner, but still needs a separate exit pack covering supplier change, exports and deletion.

Before you act

  • Confirm which of the seven roles apply to your service and assign named owners.
  • Name the platforms and external learning or credential programmes covered by the course.
  • Check that platform and content lessons include creation, community management, analytics and paid social where relevant.
  • Assign named deputies and escalation routes before delivery.
  • Record signed service scope, decision log and stop authority.
  • Map the learner journey for accessibility and equality adjustments.
  • Document privacy purposes, retention and approved communications routes.
  • Keep a separate exit pack covering supplier change, exports and deletion.

Common questions

Can one person hold more than one of the seven roles?

Yes, but each role must keep its own evidence and specialist approvals. In a small team, one person might combine platform and content training with assessment, for example, while still documenting each responsibility.

Why are sales and growth roles not included in the seven?

They do not own a mandatory release decision here.

What evidence must the service owner keep?

A dated owner-signed service scope, a decision log, a named stop authority, and a clear record of the platforms and external credentials the service covers.
