Strategy

Part of A social media training strategy that starts with the job, not the course catalogue

Social media training planning template: decision record, gates and stop rules

A copy-ready social media training planning template for England: decision record, assessment rules, release gates and stop rules, with the ICO lawful-basis duty.

Fill in this social media training planning template before you ask any provider for a proposal. It forces you to name one job task, the learners, the assessment, the safety controls and the evidence behind the decision. A blank cell is an open decision, not licence to assume.

What to take away

  • Define one job task, the learners, the assessment and the evidence before you request proposals.
  • Record participation and competence with the exact definitions given below.
  • Price each delivery route with every cost line, and ask for currency, VAT status, quantity and quote date.
  • Pause the pilot when a gate lacks evidence, a credential leaks or a claim cannot be backed up.

Complete the decision record

Start with the decision record. It keeps the plan tied to a real problem rather than to a course catalogue. Each row needs a dated artefact or a named person, so that a later reviewer can see what was known when the choice was made.

FieldEntry required
DecisionExpand, revise, repeat, keep the current method or stop
Owner and dateNamed authorised person and scheduled meeting
England boundaryWorkplace location, eligible roles and excluded groups
Observed problemDated artefact, incident or performance evidence
Alternative causesAuthority, workload, tool, policy or access barriers
No-training baselineExisting guidance, supervision or process correction
Worked example (illustrative, not a real case)Observed problem: screenshot of a scheduled post left unpublished, approval email attached. Alternative cause checked: no approval owner named on the rota

Occupational standards help make the task concrete. The multi-channel marketer role has a national standard that is being revised, and the revised version applies to new starts from 30 November. A standard existing does not prove your learners need a course.

Specify learning and assessment

Write one sentence for each learning objective: "After instruction, the eligible learner will [observable action] using [conditions] to [rubric standard]." Attach one synthetic exercise, the permitted resources, a time window, an independent assessor, a criterion-level rubric, a pass rule and a rework route.

Illustrative rubric row: criterion "selects the correct audience setting", standard "all three settings match the brief", pass rule "every mandatory criterion met". The row shows the level of detail a rubric needs. A quiz score or an attendance certificate alone does not show workplace capability.

Record the metrics precisely:

  • Participationeligible starters completing the defined learning activity, divided by all eligible starters in the course window.
  • Competenceeligible assessed attempts meeting every mandatory rubric criterion, divided by all eligible assessed attempts.
  • Operational observationa named workplace event, unit, period and source after the pilot, with no causal claim.

Missing assessments, withdrawals and adjustments stay visible in every count.

Price and compare delivery routes

Compare the in-person, live remote, asynchronous and coached-workplace routes line by line. For each, enter trainer time, assessor time, learner release, travel, room, technology, captioning or other adjustments, administration, security review and recovery. Do not insert an assumed typical price. Ask each supplier for its own figures.

Every quote needs the same fields: currency, VAT status, unit, quantity, period, quote date, inclusions and cancellation terms. Our channel strategy article compares the four delivery routes in more detail. The budget template gives a blank schedule for recording the answers.

Create a release sheet

Each owner signs one gate, separately. A single combined sign-off hides which check failed. For the privacy gate, you must determine your lawful basis before you start using personal information, and you must document it (see the lawful basis guide).

GateSingle piece of evidence that clears it
Privacy and PECRSigned lawful basis, notice and retention note for the pilot data
SecurityPassed role-removal and incident recovery test, recorded
AdvertisingSigned claim evidence file naming the approval authority
AccessibilityCompleted adjustment check for every pilot material
EducationWritten offer status confirming no apprenticeship or qualification claim
ProcurementSigned scope, pricing evidence and termination schedule

The privacy gate is covered in more depth in our guide to learner data protection. Claims about the course also need a disclosure policy so that any commercial relationship is labelled and any correction is recorded. Named specialist reviewers must check your actual organisation and materials.

Rules and bodies named for the gates

Name the rule behind each gate in the release sheet, drawing on this list.

  • ICO
  • UK GDPR
  • PECR
  • ASA and the Advertising Codes
  • CMA
  • Equality Act 2010, sections 20 and 29
  • Skills England multi-channel marketer standard

Set stop and restart rules

Pause the pilot if a gate lacks evidence, a production credential appears in training, an adjustment fails, the assessment changes mid-cohort or a claim cannot be substantiated. Name who contains the issue and who can authorise a retest. A market entry checklist can help you spot weak claims before launch.

Restart only with a corrected version, a fresh gate decision and a documented learner remedy. At review, keep activity, competence, cost and business observations in separate sections. Do not merge them into one success score. The wider strategy and planning guide shows how this record fits a pilot.

Copy-ready blank template

Copy the table below into a document, or save it as a plain text file, and fill in every row before you contact providers.

Blank template field / Your entry

Decision (expand, revise, repeat, keep current method or stop)
Owner, authorised signatory and review date
Workplace location, eligible roles and excluded groups
Observed problem and dated evidence
Alternative causes and no-training baseline
Learning objective, conditions and rubric standard
Participation and competence definitions with results
Delivery route, cost components, unit price, VAT and quote date
Gate evidence and signature for each gate
Stop rule, restart condition and learner remedy

Before you act

  • Complete the decision record with owner and date.
  • Write the learning objective with conditions and rubric standard.
  • Record participation and competence metrics precisely.
  • Price each delivery route with all cost components.
  • Collect separate signatures for every release gate.
  • Set stop and restart rules before the pilot.
